Job Description

Manager duties:

  • Provides leadership and responsible for the management of procurement activities. Supports the BOD through development of programs, goals and objectives consistent with those of the organization's overall strategic plan and initiatives.
  • Develop and deploy a vendor scoring system and evaluate vendors regularly in order to help improve their performance or replace them.
  • Manages staff resources by overseeing the recruiting, selecting, hiring and orienting qualified individuals. Evaluates staff performance in an accurate, consistent, objective and timely manner. Build up & develop SOP for Purchasing Team; individual KPI, team KPI; training needs and ensure staff's professional development. 
  • Manages operating expenses and key indicators within the budget for purchasing medical, non-medical materials management. Supports department heads in quality improvement efforts and service delivery that contributes to the overall success and financial viability.
  • Reviews and monitors applicable policies and procedures. As assigned, ensures compliance with local regulatory standards.
  • Serve as a trusted resource for departments utilizing supply chain services. 
  • Proactively identifies and acts upon cost cutting and improvement projects and opportunities through observation, data analysis, engagement with partners, review of external impact factors and best practices, as well as ongoing communication with leadership and staff.
  • Responsible for the development and maintenance of business relationships with vendors and partners, pertinent to the procurement activities at CarePlus. This would include acting as the owner of CarePlus’s vendor management policies, processes and management tools.
  • Ensures data integrity related to contract pricing and item file management is maintained at the highest level.
  • Other duties as assigned.

Functional duties:

  • Search and manage suppliers, including pharmaceutical suppliers, medical suppliers, analyse and evaluate supplier capacity.
  • Analyse the market and select the most suitable supplier in terms of reliability, product quality and cost effectiveness.
  • Monitor order levels from related departments, identify needs and plan purchases.
  • Negotiate terms and conditions of purchase
  • Negotiate prices, quality and quantity of goods to optimize benefits and purchasing efficiency.
  • Track the delivery time, check the goods.
  • Manage payments process with accounting department
  • Monitor supplier performance and ensure issues that arise are all solved and under control.
  • Evaluate the quality of purchased items and resolve complaints and omissions (if any).
  • Build and maintain positive, long-term relationships with suppliers.
  • Analyze industry trends, needs and BOD with the development and implementation of sourcing & costing strategies.
  • Comply with company policies, procedures and regulatory standards.

Job Requirements

Skills required:

  • Demonstrated ability to lead and develop team
  • Excellent communication and influencing skills and ability to build strong working relationships at all levels
  • Assures excellent service with a high degree of urgency to internal and external customers
  • Systemic thinking when contemplating and implementing change
  • Proficiency in Microsoft suite
  • Ability to communicate in the English language for effective written and verbal correspondence in order to complete job functions as mentioned above.

Job background required:

  • Promotes teamwork and collaboration to all departments. 
  • Previous healthcare related experience is a plus
